I'm unsure why this might be happening. Can I just check my understanding?

You first did:

Create a note for a paper > Done highlights + notes in zotero > exported to bib

and realised that the highlights did not appear.

Can I just check that before trying the above again you deleted the note? If you do, do you get the same error?

If so, I'd try to open the exported bib file and check that the highlights and notes are in there. If they are not, I'd try to double check that you for sure selected “Add Note from Annotations”.
